Toronto multiplex financing explained. In this November 25, 2025 webinar, Apollo Realty Group sat down with the lending team at CMLS to walk investors through CMHC MLI Select financing for multiplexes in Toronto: how to qualify, how long approval takes, what it costs, and what lenders look for in a builder.

Key takeaways: Toronto multiplex financing with CMHC MLI Select

  • CMHC MLI Select is mortgage insurance for rental buildings with five or more units. One insurance certificate can carry a project from construction loan to long-term term loan.

  • On construction, MLI Select can reach 95% leverage with only 5% equity, which the lenders called the best financing in the market.

  • Points come from three areas: affordability, energy efficiency and accessibility. Energy efficiency is the easiest to achieve on missing-middle buildings.

  • Plan on about three months for CMHC approval, then another 30 to 45 days to fund once the insurance certificate is issued.

  • Lenders want a builder with prior multi-family experience (or a third-party construction manager) and a quantity surveyor on every construction loan.

  • Rents drive the value of a multiplex, so underwrite them conservatively.

What is CMHC MLI Select and how does it work for a Toronto multiplex?

CMHC MLI Select is a multi-unit mortgage loan insurance program for rental properties with five or more units. The CMLS team explained that a single certificate of insurance can roll a construction loan into a term loan that is then renewed in 5 or 10 year increments, so the financing runs front to back.

Projects that add units qualify. For example, converting a single-family home into a fiveplex adds four units. Major renovations and purchases of existing buildings can also qualify. Any layout works as long as there are five units on one property, such as a fourplex plus one more unit. The program is built for investors who hold for cash flow, not for flips, since the property is meant to be held for at least 5 to 10 years.

How do you qualify for MLI Select? Affordability, energy and accessibility points

MLI Select scores projects across three categories: affordability, energy efficiency and accessibility. For small multiplex projects, the most common route is energy efficiency. CMHC has since changed the scoring so that reaching the top tier requires an affordability component. That is harder in tight five-to-ten unit buildings but still feasible with the right unit mix.

New construction is much easier to qualify than an older building. For the middle tier, the affordability threshold is 10% of units on a new build versus 40% of units on an existing building.

Affordable units are measured as a share of the units, and an affordable unit has to rent for less per square foot than your cheapest market unit of the same type. A common approach is to add a single basement studio as the affordable unit, so there is no comparable market studio.

Can an existing building or an addition qualify for MLI Select?

Yes, but it is harder. Older buildings that cannot reach the energy targets have to lean on affordability, which means 40%, 60% or 80% of units instead of 10% to 20%. The leverage and amortization can be the same, but it costs more in rent. For existing buildings, the CMLS team recommended private construction financing first and then terming out with CMHC once the building is stabilized.

CMHC will not insure a project that requires evicting tenants. Many investors buy with cash or private financing and demolish before applying. Any existing mortgage has to be paid out on the first advance, and the lender must be in first position.

How long does CMHC MLI Select approval take?

The CMLS team said approval currently takes about three months from the day all documents are in. The steps they described:

  • About 10 business days for the lender to submit the application once the appraisal, environmental reports, guarantor financials, tax returns and quantity surveyor (QS) report are ready.

  • A CMHC queue of roughly 10 to 12 weeks before an underwriter is assigned. The queue was about two months earlier in 2025, up to six months the year before, and went back to about three months after premiums roughly doubled in July.

  • A certificate of insurance typically 3 to 5 business days after the underwriter picks up a complete file.

  • Another 30 to 45 days to fund, covering credit committee, commitment letter, legal work and the first draw report from the QS.

  • Purchases of buildings under 24 units go to a different CMHC underwriting team and are typically quicker, at about two to three months.

You can start the process once you have signed the agreement of purchase and sale, for example partway through a 90-day closing.

What are the minimum loan sizes, fees and rates?

  • Minimum loan size: about $1 million for a term mortgage, and about $3 million for construction financing. Lenders prefer around $10 million for the best pricing, so smaller projects are often combined into a portfolio (one example was five fiveplexes at about $3 million each).

  • Fees: the CMLS team does not charge a fee to review and submit an application and is paid on success. CMHC charges an application fee of about $150 per unit, and part of it is refunded if the file is declined.

  • Construction rates quoted in the webinar: roughly prime to prime minus 0.45% on loans of $10 million and up, and prime plus 0.5% to prime plus 1% on smaller projects, which works out to about 5% to 5.5%.

What do lenders look for in a multiplex builder?

Lenders price construction loans on risk. A strong guarantor, a qualified builder and a good third-party construction manager all lower it. The builder needs to have completed multi-family projects before. Otherwise you will need to use a third-party construction manager. A quantity surveyor (QS) is required for construction loans, and an appraisal with a progress report cannot replace one.

The CMLS team also warned against hiring the cheapest framer, construction manager, consultants and lawyers. Delays and cost overruns can hold up funding and eat through your contingency.

How much does it cost to build a multiplex in Toronto?

The webinar discussed hard costs of roughly $300 to $325 per square foot for three-storey wood-frame fiveplexes to sevenplexes, excluding land and HST. For appraisals, CMHC looks at three approaches (cost, income and direct comparison) and averages them.

Can the personal guarantee come off after construction?

The CMLS team said the guarantee can often be reduced after construction, once the building is stabilized and performing. At roughly 65% loan-to-value or below, a non-recourse loan may be available. Above that, a guarantee of at least 40% is typical, and in some strong-performing cases it can come down to 0%.

Why rents matter more than purchase price

Apollo's view is that rent is the single biggest driver of a multiplex's value. Saving money on the purchase price in a lower-rent city rarely makes up for lower rents per square foot. The team underwrites rents conservatively and told investors to be wary of any deck that assumes unusually high rents per square foot. Areas they like for tenant demand include Trinity Bellwoods, High Park and Little Italy.

Who presented this Toronto multiplex financing webinar?

The webinar was hosted by the Apollo Realty Group team, licensed agents who invest in Toronto multiplexes themselves. Their guests were three lending professionals from CMLS, one of Canada's largest independently owned commercial real estate lenders and servicers. CMLS has about 10 offices coast to coast, works with over 200 borrower clients and also arranges syndicated capital for larger loans.

This summary reflects what was discussed in the November 25, 2025 webinar. CMHC programs, premiums, rates and timelines change, so confirm current terms with a lender. This is general information, not financial advice.
